PRMS RtI Process 2019-20
What do the tiers mean?
Tier I : ALL students receive Tier I interventions, also know as “Best Practices”, during their core instructional times each day. Tier I interventions will be successful with 80- 90% of the student population. Classroom teachers provide Tier I interventions and supports.
Tier II: Students who are not meeting grade level benchmarks and for whom Tier I interventions are not supportive enough will receive Tier II interventions. This determination is based or screened on three criteria: academic school-wide screening (MAP scores below 21st percentile), AIMSWEB benchmarking (below 20th percentile), and/or classroom performance. They receive the same instruction as students in Tier I as well as targeted interventions.
Tier III: Students who are not meeting grade level benchmarks and for whom Tier II interventions are not supportive enough will receive Tier III interventions. Students who are not making adequate progress at the Tier III level and who fall near or below the 10th percentile on AIMSWEB progress monitoring probes should be considered for an SLD IEP evaluation. In this case, the Tier III intervention will qualify as the 2nd of two required intensive interventions for SLD evaluations. Tier III interventions include intensive instruction, specific to the student’s highest area(s) of need.
What resource is used for progress monitoring?
AIMSWEB - progress monitoring grade level academic probes in literacy and math
Compass Odyssey - progress monitoring student report with percentages and completion rate
Tier II Intervention
How do we determine who receives Tier II interventions?
Entrance criteria:
1.) Students who fall below the 20th percentile on two consecutive MAP tests that are not already receiving Special Ed. services meet the first criteria.
2.) Students will then be benchmarked in AIMSWEB prior to the Tier II intervention.
3.) Classroom performance and common assessments are the third criteria.
Winter/Spring MAP test scores will be used for first quarter placement (including incoming)
Spring/Fall MAP test scores will be used for second quarter placement.
Fall/Winter MAP test scores will be used for third quarter placement.
Fourth quarter placement will be based on Map data, class progress and teacher referral
Math and Reading teachers will make this determination.
How many students can be assigned into a Tier II Intervention?
Capacity with 1 ELA and 1 Math teacher per grade level:
8 students maximum per room. Intervention class meets every other day A/B, except Friday.
16 ELA students per grade level AND 16 Math students per grade level AND we can double dip.

What curriculum is used for TIer II Interventions?
The primary resource is a teacher-led lesson utilizing Compass Odyssey. Other resources may include, but are not limited to, ALEKS Math, Glencoe Online Resource, Moby Max, or an evidence-based teacher created resource.
Who does the progress monitoring or probes?
The progress monitoring with the use of AIMSWEB is completed by the following:
School counselors will complete the initial set-up, creating a progress monitoring schedule and indicating the improvement rate. Intervention teachers administer the probes and enter the scores on the student schedule. The progress monitoring on Compass Odyssey is generated automatically and reviewed by teacher.
What is the length of time and duration?
One quarter every other day.
How are students dismissed or exited?
Exit Criteria - Students will make proficient progress on the AIMSweb probes and on the MAP test (if within the quarter time frame). Students set their own learning goals and work towards meeting them.
How are parents informed?
For students that qualify for Tier II, a form letter will be mailed to families by administration.
How do we determine who no longer receives Tier II interventions?
Compass Odyssey
- If within the established timeline of nine weeks, students that complete 100% of the assigned lessons with 70% accuracy will justify a transition to a monitor phase, whereby students will continue to have access to Compass Odyssey.
- If within the established timeline of nine weeks, students who fail to show sufficient progress after nine weeks and meet the Tier II three point entrance criteria (MAP <21%, AIMSWEB <20%, classroom performance) will move to Tier III.
AIMSWEB
- Tier II intervention teachers administer probes weekly via AIMSWEB. Student probe results with a positive trend line parallel to or above the determined rate of progress will justify a transition to a monitoring phase. If a child moves to the monitoring phase, the intervention teacher must make a positive phone call to family.
- Students who fail to show sufficient progress after nine weeks will move to Tier III.
What is the process for this decision?
This data will be reviewed and decisions will be made via content collaboration meeting with administration, counselor, and/or school psychologist. This process must be followed for all students. These are the following options:
- transition student in a monitoring phase
- refer students into Tier III intervention
- determine new students for Tier II implementation
Tier III Intervention
How do we determine who receives Tier III interventions?
Entrance criteria: Students who continue to show insufficient progress (i.e. red or yellow on AIMSWEB) as noted above under a Tier II intervention after nine weeks, and has an AIMSWEB academic probe near or below the 10th percentile, may be referred for an IEP SLD evaluation referral.
A student can not qualify for Tier III if they no longer meet the initial Tier II criteria (i.e.MAP <21%, AIMSWEB <20%, classroom performance)
How many students can be assigned into a Tier III Intervention?
Capacity with 1 school wide Tier III interventionist:
No more than 2 or 3 students at one time.
Interventions will be given A day or B day for up to nine weeks.
Who are the Tier III interventionists?

These two teachers will work with Tier II interventionists until students qualify for Tier III
Who does the progress monitoring or probes?
The progress monitoring with the use of AIMSWEB and Compass Odyssey is completed by the intervention teacher in consultation with the school psychologist and special education teacher if an SLD referral and evaluation is taking place.
What is the length of time and duration?
One quarter every other day. In the case of an existing SLD referral/evaluation, a minimum of 7 progress monitoring probes are required per the insufficient progress SLD criteria with each consecutive probe administered at minimum one time weekly, or after every two intervention sessions, and administered at the end and not at the start of an intervention session.
How are students dismissed or exited?
Exit Criteria - Completion of an IEP evaluation in which the student if found disabled and in need of special education services, or by satisfactory progress.
